This is to ensure that a weld cannot fail and present a rearward jousting stick to another driver.

Welding of the 'loop' is not allowed under MSA regulations.

You can always use it for practice and put the good one on for 'best'.

What do I know? Hopefully a scrute will confirm it.

(The welding, not the fact I know nothing!)
