TKM Jetting problem

Hey gang

This isn't your usual, "What should my Jetting be?" problem, this is a weird one and has me stumped.

Basically as the Kart revs, the top Jet turns, and after 5 mins of this it tightens all the way up, killing the power on the kart while on the track.

Now I've brought a new Jet and Spring, but it's still doing it, I've now put masking tape over it to hold it for the next time out, but is this carb just at the end of it's useful life and need to get a new one. (Carb is a Walbro btw, if it makes any difference.)
