rule C2.4.1
fines must be paid within 7 days or licence will be suspended until fine is paid.

bannger racing cycling etc is not motorsport governed by the MSA so I would think that the MSA would have no problem with licence holders competing in theose events. however non Msa sanctioned kart (or car) racing is covered by the regs quoted earlier.
Whilst i agree that the MSA probably dont have any leagal right ( in a civil court sense) you have sighned that you will abide by the rule layed down within the blue book and contravining that could lead to a sanction from the MSA in the form of your licence being suspended or not renewed.
They dont have to have a leagal case not to alow you to play with there rules
no MSA licence noMSA racing for you so you would just have to do the Non MSA racing that you were acused off in the first place.

A good point re the autosport and celebrity races though
