If you race the Formula Blue under MSA rules then there are two available engines

the Lynx 100cc for standard to lightheavy drivers (effectively up to 92KG)
the Lynx Maxi 115cc for heavy to heavier drivers (82Kg to 102Kg+)

The restrictor system equalises the power from the engine by driver and kart weight (for any driver weight the kart has to weigh at least the minimum for that driverweight.

The electrics are restricted to the 5a Analogue and the 6 Digital boxes. The only reason is that the older boxes were less reliable and there were ways they could be modified. If one wants to switch from analogue to digital, one has to switch the back plate as well which makes it quite expensive.

There is no visible performance difference, but IAME don't supply the analogue box any more and any analogue back plates now have to be specially manufactured.

The big advantage of the digital box is that the fuse is now where one can get at it, previously you had to open the box (invalidating the sealing) and reportedly some people threw away a whole powerbox because they didn't know the fuse was there.

As has been pointed out, Tatershall races the Blue under their rules, which allows any electrics and only the 100cc engine.
