My dad and I developed hand signals over years of karting for simple things. Pulling away, being caught, catching the guys in front, come into the pits etc. I found that so long as I knew where he was, I could pick him out and see the signal so easily! It was invaluable at times.

I think this particular C.o.C has perhaps gone a bit power crazy! No way could you ban hand signals (bar the rude ones)! I'd love to see someone excluded from a meeting and take it to the MSA Appeal court!!
