The important thing here is to test the pop off pressure with & without the diaphragm cap on. With the cap off, check it seals. If it doesn't, clean thoroughly, and change the needle (oil lightly). If it still doesn't seat check there are no scratches/ marks on the seat (you'll need a magnifier and a light for this).

If everything works fine with the cap off, it's likely that you have the paddle arm set too high and the needle arm is being held off it's seat when you fit the diaphragm and cap.
