No. You must have a minimum of 1 ltr of fuel in the tank at the end of a race - penalty if caught with less is exclusion. If you are selected for a fuel test then unless you have 3 ltrs, you will not be able to retain your own sample. The idea is that three 1 ltr samples are sealed. You can choose one and the other two go off for testing. Section D34 of the Blue Book gives the details. The confusion around this is because the Blue Book (page 360 section 16.18) does say that the minimum fuel at the end of a race is 2 ltr for cadets and 3 ltr for other classes. There was then a regulation clarification posted on this site (news section) and also in motorsportsnow Spring 2010 page 10.
