I'm not really bothered what response this generates, as there's bound to be one. But why do some people insist on knowing the answer to everything and telling everyone that their way is best and nothing else could possibly be right or considered labelling other people's views as 'phycobable' which I think was supposed to be 'psychobabble'. Its really mis-leading to people new to the sport. And proves that not only are these people dismissive and ignorant, they're also illiterate.... do you want to take setup advice of them?

You want an answer, get out there and test it and see what the difference is. See what YOU prefer don't copy what someone else prefers and expecting it to work.

I've always made the mistake of trying to rationalise my setup and why certain things will work / not work before trying them. Theres a degree of rationalisation you can apply to getting the basis of a setup right. But for the other questions in you mind, try them one by one and see what they do. All I'm saying is, dont rationalise and pretend you know the answer to somethng without trying it.

In my opinion yes, tightening and losening the rear bumber (even though mounted by rubber) does make a difference like wise with side pod bars and seat stays. But this is my opinion.

My point is, there are various opinions in karting on every single setup aspect or variable. So don't get bogged down with the detail or with people's opinions, get out there and try it one by one. The Stopwatch never lies....
