overflow tubes are the breather tubes on the sides of the carb. Fuel pump will normally not pump enough fuel,I have not heard of it pumping too much.Would think the inlet needle and also any filters can restrict fuel. If you lean the jetting off and it is a bit better I would first think the inlet needle and also the floats not moving freely and shutting the inlet needle off when the bowl is full.
