Study the Performance Graph on page 78 of the following "link" which will hopefully explain why you are "Limiting" at approx 12700 RPM.
You will see that the maximum revolutions achieveable is subject to variation in overall weight, transmission ratio, grip of the tyres and equally as important good preperation and maintenance of the Kart. The motor performance has to be able to overcome the "Graph of Driving Resistance" before it will achieve 14000 RPM.
