No he doesn't!
If you move the cable further UP the pedal or UP the master cyclinder arm, you reduce the 'leverage' effect on the 'system'. You thereby reduce the movement on the pedal required to go from zero braking to 'full' braking and you 'compress' the 'subtlety' of the pedal action.
On the other hand, if you move the cable DOWN either/both arms you INCREASE the leverage, increase the amount of movement of the pedal between zero and full and thereby INCREASE the ability to modulate (use subtle changes in braking for best prurpose) the braking control.
Moving it closer to the 'hinge' (axis) reduces the FORCE required at the pedal but increases the pedal TRAVEL. That means that instead of having (e.g.) 3mm of travel between 'no brakes' and LOCKED, the pedal will now move 10mms between those two thus making it easier for the driver to adjust his braking, subtly.
