It's difficult to come up with a fair way of 'handicapping' the results between two areas, with one having 6 drivers and the other 30. Obviously coming first all the time is the easy answer, but it is debatable whether a second place in a grid of 6 is the same as 5th place in a grid of 30.

(The easiest answer is to have grids of about the same size in each area but drivers aren't that predictable)
