You seem to have answered your own question when you said "It makes you alot quicker when it rains when your on slicks etc".
If it looks like rain but the track is dry you have to decide between going out on slicks and maybe finishing the race in the wet or going out on wets and hoping the rain comes before you ruin the tyres.
Even with unlimited funds it is still good to practice in the wet on slicks - but not to the exclusion of also practicing on wets.
