74.5 should be fine.

15 clicks out is quite a way and it is still not coming in.

Have you tried another power valve? If you can borrow one off someone else to at least identify if it could be the valve, or something else.

We've had it where the valve has been a bit iffy opening, putting it on the dyno showed problems with a certain combo of valve/exhaust not really wanting to work together for whatever reason until valve length/number of clicks were altered.

You shouldnt really be having massive issues if everything is pretty new/well maintained.

I presume the wadding isnt totally shot in the exhaust? Baffle isn't snapped off at the end?
