Is the problem too much deadwood that needs clearing out? I honestly have no idea since I'm not that involved, but from the outside it reeks to me of being run by people who are resistant to change and have little clue about an online presence and how to build the sport to be inclusive. Looks like people protecting their empire which is a corrosive state of affairs.

The first thing people do when they want to take up a new sport is google it, and this is what they are presented with? If we want more cadets to be involved we need buy in from the parents.. I'm of the generation who's having kids (20-30 somethings) and I laugh at the state of this stuff online. If I can't get myself involved, how can I get my kids into it.

The start karting program from ABkC looks like a step in the right direction, but as previously said, their site is just as awful. Are they well funded, and if so what are they doing with the cash? Why haven't they invested in a new site since the 1999 archive of newsletters?
