When you try to start it is the plug/top of the piston wet with fuel to ensure fuel is getting through into the motor.
Try disconnecting the fuel line AND exhaust (is the exhaust outlet wet with fuel sign of flooding) remove plug pour a teaspoon of fuel into the cylinder replace plug and try starting, if it does its either your carb or your carb gaskets as I mentioned before. If it doesn't and you have a good spark there's chance you have water/moisture in your engine given the time of year it is possible.
