Thats a rough guide to get you in the right ball park. You dont want it too short as the shorter it is the less contact you have between the sprocket teeth and chain and this will lead to increased wear. I set mine up so the engine is in the middle of the adjustment on the rails. You then have movement either way to go up or down a few teeth.
