It's very difficult for the marshalls to see everything and be certain about what they've seen. Cameras may help this but the expense and time needed to deal with that is in my opinion a step too far for club racing. This is why I think we should empower the clerks to give them the confidence to make decisions and accept that from time to time they will get it wrong. The current systems hold them back from enforcing the rules I believe.

People keep saying the rules are there and the clerks should enforce them but if they know every other decision is going to be scrutinised and appealed then it's very difficult and they're more inclined to let things go.
