The problem lies in your last four words, "depending on what happens". The range of things that happen are large. At a recent race I was knocked off the track by someone who had removed me from the track at the previous meeting. I raised the issue with the CoC who had a word with the offender who had removed several other people in the same heat (and was already scheduled for a talking-to by a CoC ahead of the game)

The offender is relatively new to karting and does all his own maintenance. He stated that though he put his foot on the brake, the kart didn't slow down as much as he expected.

A bunch of more experienced maintainers then took it upon themselves to help him identify his problem. It turned out that he had two: poor maintenance on his master cylinder and water in his brake fluid. Water in brake fluid leads to compressibility issues, poor master cylinder performance leads to a loss of pressure when braking hard.

Would the appropriate action be:
1) to issue the driver with a red card for 'contact' driving, which is what it looked like.
2) force the driver to drive 'slower' at all times; (he has been improving his speed recently so equipment failures are now more significant)
3) Improve his maintenance skills and knowledge by some sort of regulation (an ARKs test for maintenance?)
4) Show him what is wrong, help him correct it before the next heat, accept it as a newbie error and enjoy the fact that there is another competitive driver on the grid.

It isn't the sort of fault that shows up readily at scrutineering, so it wasn't a fault there either.

Would the answer be different if the driver had been more experienced?

If 'having a word' by the CoC isn't "in the book" would you say that the CoC should be dealt with severely for showing common sense (ie: learning that the driver was showing signs of going faster, rather than simply being an old hand loading up?)

If you were the driver being punished, would you use the difference between the book procedure and the actual procedure as cause for an appeal?

I don't really want a detailed reply to each point, the aim is simply to demonstrate that contact with the kart in front is not, despite appearances, always loading up. How does one tell the driver'loading up' from the driver having a problem? How do you tell that the driver making contact on the first corner has only done so because the driver in front of him has braked unexpectedly hard; and that because two karts in front of him and out of sight of the driver behind there has been contact that might lead to a need for avoidance.

And no, having viewed the evidence on circuit cameras, they don't always tell the answer, which is why at F1 they call for all the telemetry data as only then can one find out how much brake pressure the driver exerted leading up to the incident.
