Put crudely, you need wets when you need to clear a path through the wate, e.g., when the track has standing water. If the track is just damp to..... 'it rained 10 minutes ago', then you'll most usually need inters.

If your tyres can't pump water into the air..... time for inters or slicks!

This is OBVIOULY only a crude definition.
