Soft axle on a grippy track

Have Read that generally with otk you should use a soft axle on a twisty high grip track with lots of rubber down all the time especially in hot summer weather. However, does the rule still apply when the temperature gets cooler. Understand that somone will probably say test, but this is not always possible until raceway.
