Well, the manual for a WB19 states that the arm should be 3/64 to 1/16 in old money, below the body, using a straight edge. No gasket.

The order of the gasket and diaphragm is important and can be at odds to logical thinking.

It goes:
Cover plate
Diaphragm
Gasket
Carb body.

You should be ok with 0.5mm+

Test with the needle wet with something like WD40.

Make sure the pip on the diaphragm slots into the paddle fork when you assemble things. That's if the diaphragm has the pip, some don't.

You should test with the carb assebled to rule out any interference from the diaphragm.
