If you had sidepods that dropped on contact then it would happen to both drivers rather than just the offender.
The best solution (although one that will not happen) would be for parents to take action if their little darling hits other karts - after all, parents watch their kids race and have a much better chance of spotting bad driving that the officials.
Sadly it is all too common to hear parents muttering that their little darling should bash drivers out of the way rather than overtake safely.
One solution might be to take the appeal process out of club racing and make CoC decision final.
