Have you changed the fuel pump pulse pipe? These can soften and cause exactly this symptom. A friend had that problem at the start of this season and despite changing everything he could not get over 12500 revs. I replaced his pulse pipe with a length of 4mm diesel thick wall pipe and hey presto 14100.
