reducing the dia might cause problems with the pads overhanging the disk and wearing unevenly.

If all the pad is on the disk then it is a mechanically sound idea.

Bonus will be the extra ground clearance.
(btw I haven't read your other threads so hope there are no surprises elsewhere)
