Power valve problem on a Max

Hi All, with the engine not running and the cap removed on the PV, if you press the PV down, should the bellows then bring it back up on their own? If they don't, does that mean the PV is sticking?
Also, which way should the PV blade face - should the cutaway on the blade face up or down when you assemble it?
