The clarification confirms the regulation that it is a dry centrifugal clutch with engagement maximum at 3000rpm. That means that the kart must start to move at no more than an engine speed of 3000rpm with the driver seated in the kart.

Unfortunately, to my mind the definition of engagement is not defined leaving the rule open to challenge, also the clarification stating the kart must start ot move is also open to challenge. The clutch may well engage but the power transmitted is not enough to over come the resistance of the axle bearings, and the contact between the tyre and the ground. These resistances will vary depending on the tarmac/ground and tyre pressure / age. None of this is in the clarification. There is no statement of the ground needing to be level.

I have only recently moved into minimax with my son from cadet, but can count numerous times when in cadets a lad had his foot on the brake on the dummy grid and was burning out the clutch. That clutch was engaged but the kart was not moving, due to the resistance of the brake.

The only thing that came from the clarifiaction was the statement that grease being present had no beneficial effect.

The wishy washy guidance on policing this is so open to appeal that it is in my opinion un-policeable.
