Stick a different set of tyres on and see if it does the same. You have to work bloody hard to blister a set of kart tyres so the tyres themselves may be at fault.
In general, handling problems can't be solved on a website but...
Assuming a sensible seat position:
1) Make sure nothing's bent 2) Parallel toe 3) Standard caster/camber (ask your manufacturer) 4) Seat stays, bars and axles (ask your manufacturer) 5) Fully wide at the rear (1390mm - 1400mm) 6) Tune with the front width
Do the above and you'll get a kart that behaves pretty well and will be pretty quick. Don't worry about the rest until you are well on the pace.
