I posted this in response to a similar query last month. It worked very successfully for my own kids racing:
Create for yourself a chart showing gearing/rpm/mph so you can easily look up the max speed achieved. Always gear to achieve max speed on the fastest straight, you will never need a smaller axle sprocket than this, although very occasionaly on a track with a lot of tight corners it may be beneficial for lap times to add a tooth.
