IIRC it should pop off around 10-12psi and settle down to 6-8psi. You can adjust it either by very lightly bending the paddle arm or by fiddling with the spring.

A tip: If you can't get the pressures you want change the spring, this sometimes helps and when I have done it magically transforms it to working properly right away.
