Dave - when you change the sprocket is that the only thing you do? Moving the wheels in/out even by just a few mill will change the grip and handling. Tyre pressures can make a big difference as can having the chassis loose or tight.
If you son if putting in laps always within 1/10th then he is doin a great job but have you checked this ? Do you keep records of every lap he does - time/revs highest and lowest/ engine temp as well as noting tyre pressures/ type of tyre etc.
The engine could make a difference as could the carb - can he adjust this on track?
There is no simple answer to getting faster lap times - you need to test, test and test some more and time in seat will pay dividends.
Depending on your own knowledge and experience it could also be worth spending some money and getting an experioenced mec hanic/driver coach to spend a day or two with you.
Over the last couple of months there have been a few parents who have bitten the bullit and had a day with the guy who runs my son. Initially there has been some reservation but after a day they have all wanted to book more time because they see the improvement.
