I don't know what races the delagation looked at in Europe but at least in France at National level the standard of driving from kids and young teenagers (10 - 14)is far worse. Start speed is much much higher and first corner accidents are just considered part and parcel. Last weekend at the final round of the French championships, a 3rd of the field (9 karts) went out at the first corner in the final. Complete carnage, but the race was allowed to run anyway.
However, once the racing is underway, blatant contact passing (pushing wide) is generally punished. Which is more than can be said for Super 1, where it seems to be considered acceptable, even normal, as long as nobody is actually removed from the track.
