What ever the problem is you will need to remove the pull start mechanism, 3 bolts. Having removed it from the engine, it would be quite likely you will be able to determine the issue at hand. Bear in mind the last time you pulled the starter it worked, so maybe just needs a little WD40 on the 2 pawls.
While you have the starter off it would be prudent to check the condition of the pull start cord, nothing more frustrating, standing on the start grid with a pull start cord whipping over ya' head.(Cord snapped.) Good luck.
