In the wet you add more teeth on the sprocket because you have less grip, if you had more grip you would do the opposite.

It's all about keeping the rev's in the peak operating range of the engine for as long as possible. The faster corner entry of the new tyres will mean a faster exit speed, therefor if you used what you currently use the engine will peak too soon going down the straight and it will be revving it's nuts off at the end of it. It will also mean that the tkm's will acheive a faster speed on the straights.
