You need one because it is the only way of getting the first licence application form.
The 2010 one (on sale probably from early Dec but check when ordering) will have the new 2010 Blue and Gold books in it and from 1 Jan there will be a small price increase (the vat goes up too) You can usually get away with a year old lic app form if you put in the correct fee, or they will exchange it.
