It sounds like you have a wrong-un there? Have you checked the crank sensor, remove it and check that it is undamaged and clean, it would be very unuseual to have one fail but possible, apparently if you take it out and place a ball bearing on it's face the ball should stay in the center if OK.
in your short time with your Rotax you have had more problems thaan my last 4 seasons put together so there must be a common denominator somewhere and I suspect that the previous owner may have some influence on the problems you are finding.
