Rough guide is:-

Soft axles lose grip so best in hot conditions and grippy tracks.

Hard axles gain grip , best in cold conditions and low grip tracks , also best in the wet.

Medium axle middle of the above grip levels, but usually best to use in most conditions unless you are looking for the last few tenths.
