The MSA will apply the maximum number formula based on width / length. if the circuit falls below the minimum by even 1 meter. that will limit the starters.
In the case of Rye it appears as if the quoted 694m is taken from the racing line calculated from Google Earth. If this is the case then the official length is going to longer when measured correctly as described in a previous thread, hence the criteria for more starters is met.
