There was an update to this rule. You need to have 3ltr in your tank at the end of the race if you want to take away your own sample.
You must have 1ltr left in the tank or you may be excluded i.e. if you are selected for a fuel sample.
No idea if this applies in non-msa races.
In general you can find most answers in the blue and gold books but you also have to watch out for changes on the MSA website or in their official publications. Chassis protectors are an example of this.
