It sounds as if one of the screws you are ajusting is the air bypass screw. which will just alter the throttle response from idle it is the one nearer the front of the carb and use a staring point of 2 turns out. the idle screw, higher up on the side of the carb, will pick the idle up only wnen almost fully in.
