As someone pointed out earlier in this thread - this only affects Long Circuit Gearbox karts. It is just an amendment to existing rules in the Blue Book.
In Motorsportsnow the three sections before this one have headings - cadet, super cadet, junior and this change seems to run on from there.
Easy mistake to make (I did as well) but all clear once you look at the Blue Book.
