On race day that is correct. If the meeting has been declared `dry' you could not use wets (even worn ones) and similarly for a `wet' race you can not use slicks.
The choice is just Dry or Wet tyres and there is the definition of `wets' so unfortunately your wets with less than 2mm are not allowed.
