The rule only applies to race days so you can clean the tyres any way you like at home or on practice days.
In practice you will find that very few clubs try to enforce this rule as it is just not practical to patrol the paddock.
You will also find that at many club meetings your tyres are not marked and so you could use a different set of slicks for each heat.
This is not a criticism of clubs - just the reality of life.
