Once you have converted to a clutch you will need a starter to turn the engine over to start it. The hand throttle is only for DD engines and is a cable and lever device to allow you to hold the throttle open slightly while you push the kart and get it firing. It would probably be easier to buy an engine that already has a clutch fitted.
