Bucky most of your post is based on the stories that have circulated for years.
Most engine builders are looking for a long-term relationship with customers and will work with them to find extra pace.
There have been some oils/additives that cause `smarting eyes' but in FKS and S1 they restrict the oil choice and try very hard to ensure nothing gets added. I believe that Atol got some extra equipment specifically for this.
As for the engine builder being caught - has anyone lost their sealing licence? How likely is it that you take an engine to another builder and they turn round and say "best engine I have ever seen - wish I could build them this good".
When we raced in comer cadets we were told you never let the engine out of your sight but happily sent them off and never had a problem. If you send off an engine and get it back 3 or 4 tenths slower then that would probably be the last time you used that engine builder. Not great for their long-term business as word would soon get round.
When buying anything that has been used you need to be careful but it is not the minefield you seem to suggest.
