The top teams will have enough people wanting to join to allow them to be selective - both on driver ability and personality.
As you say, runnin g a team is a business but that does not mean accepting anyone just because they can pay. You have to consider the whols team and all the customers. Not very good business to accept someone who is obnoxious and then lose your other customers.
