Poddy, sounds like running lean like you said - I would check the crank seals (even though they are new, could still be split/fitted incorrectly) and then I would look at all the inlet gaskets and the inlet block if there is one. Sounds to me like it's sucking air in somewhere. It would be very rare to have exactly the same problem with two different carbs so I would be concentrating on the engine.
