Engine rebuilder and clutch problems

I have had a certain well known engine builder rebuild my rotax including the conrod. Hadn't been able to take the kart out untill today (couple of months since rebuild) and had the clutch nut come loose twice. I ended up spending half of the day stripping it to find the problem.

I guess the builder would have removed the clutch for the rebuild? A clutch inspection wasnt included in the rebuild so would he have just bunged it back together?

I inspected the threadlock and i think it pretty old stuff as it was pretty crusty.
When the rebuild was done should he have cleaned out the thread and used new threadlock or would i be a case of "I have rebuilt the internals" and the rest is up to you?

I dont know where i stand.

I just thought i would ask you for your input before i go blasting off at the builder.
