Rotax Engine - stupid question?

This may sound a little stupid!
if i where to buy a new engine (bare minus exhaust, carb, radiator) would this be just as good as an engine builders engine as it has come straight out the box. You may have seen my last thread about buying a new engine and it something i looking into but dont want to make a mistake. not fussed about forking out a bit extra dollar if i am going to get something which is quick and reliable. i assume the engines as a main are generally all the same as it is alot to do with how well your carb, iginition and exhaust are working?

advice much appreciated before i go and do my months wages on this!!!
