Hang on Chris there could be another cause! Check the fuel pump pulse pipe. I encountered exactly that problem on a Snr Max that would not rev beyond 12500, tried all the normal suspects, carb exhaust, valve etc even extreme gearing to no avail. The culprit was a very soft / leaking pulse pipe. I simply replaced the existing pipe with a new piece of fuel pipe and Hey presto 14000 + revs and normal service resumed.
Somtimes it is a simple and cheap fix, about 30p fixed this one!
